You have to find the wall under the bridge, open it with the staff of truth and enter. In side you will find 2 chests, the left... one contains a key, the right 5 pennies. Go along the NCR north till you find a wall. Place the key to the wall and the gateopens. Leading you to some of the best veggie samosas you have ever tasted.
